Issue and Action Delegation

Introduction of a Supervisor role with elevated privileges limited to the Issue–Action module. This Supervisor user is allowed to View ALL Issues and Action and their relationships and assign/re-assign Open Issues / Actions to a different user should the original owner of the Issue and Action be unable to attend. 

Users cannot view issues and actions created by a different users. This creates an operational constraint when the original Issue / Action owner could not attend to the Issue / Action they had created / have been assigned to.
